Welcome to the EMSA Reporter Report Cards

Laboratory reporting of test results to the Utah Department of Health and Human Services (DHHS) is mandated through Utah Admin. Code R386-702, the Communicable Disease Rule. R386-702 specifies the manner, timing, and frequency of laboratory reporting, in addition to what data elements must be reported with the laboratory result. This report is generated using laboratory results reported to public health and should be used by reporters to assess their compliance with public health reporting regulations.

Reporter Overview

The Reporter Overview shows the overall performance of an individual reporter during the time approximate 90-day time frame from to . Reporter performance is determined by metrics that include completeness, the percent of reports that contain a value in the appropriate field; validity, the percent of reports with valid values in the appropriate fields; and timeliness, the mean reporting time in hours.

Patient Demographics includes the following fields: patient first name, last name, date of birth, gender, race, ethnicity, street address, city, state, zip code, phone number, and email.

Facilities includes the following fields: reporting agency, performing laboratory, clinician.

Laboratory Data includes the following fields: test ordered, test result, lab test date and time, specimen source, and specimen collection date and time.

Validity includes the following fields: patient name, patient date of birth, patient gender, patient race, patient ethnicity, specimen collection date and time, and lab test date and time.

Improvements

Improvement is evaluated between the three 30-day time periods comprising the 90-day reporting period.

Current Priority Issues

The following issues have been identified by UDHHS focused review as the highest priority for over the last quarter. By addressing these issues we will improve the overall data quality received of reports received by UDHHS and improve our ability to manage public health. Please reach out to the EDX team at edx@utah.gov to begin discussing how to improve these issues.

Reporting Volume

The graph below shows the daily reporting volume for the most recent 90-day period. Daily volume is identified by the number of labs reported per day. The horizontal axis shows the reported date, the vertical axis shows the number of samples reported on each day. Hover over each bar to show the total reports for any given day.

Daily Reporting Volume

Timeliness

Utah law requires test results be reported to public health within 24 hours of the test being performed. Timeliness is measured by determining the difference in time between between the date and time the test was performed and the date and time the lab was reported to UDHHS. Below shows the timeliness of labs reported by .

Timeliness Summary

Completeness for Required Fields

The Utah Communicable Disease Rule specifies data elements that must be reported to UDHHS in an electronic laboratory report (ELR). Completeness of these fields is calculated by comparing the number of reports with completed (filled in) fields to the total number of reports by . The table below lists the required element shown as a percentage of reports that meet the completeness measures. Each element should have a completeness of 100% for compliance with the Communicable Disease Rule.

Validity

The Utah Communicable Disease Rule specifies data elements that must be reported to UDHHS in an electronic laboratory report (ELR). Validity is calculated for each of the individual fields. Hovering over the field name will show the calculation for that field. The table below lists the required element shown as a percentage of reports that meet validity measures.
